Вопрос к автору: откуда инвормация по замещению хотфиксов?
Гляжу на сайте каждый раз при выходе preSP половина не замещает те, что указаны в скобках, пример:
951163

Hotfix replacement information This hotfix does not replace any other hotfixes.

Тут же написано - KB951163 (заменяет KB951748). С потолка взято или есть "проверенный" источник?
И так в каждом выпуске - половина не совпадает.

А проблему с сетевым включением/отключением можно решить батником:
