нет у него нет никаких джамперов на материнке (даже для обнуления батарейки отсутствует)
советую попробровать скинуть настройки биос

System after AC Back
-LastState When AC-power back to the sy stem, the sy stem will return to the Last state
before AC-power off.
-Off When AC-power back to the sy stem, the sy stem will be in "Off" state.
