Как определить - найти файл msiexec.exe, правой кнопкой вызвать "Свойства", и посмотреть там версию.
Почитав об этой проблеме больше, узнал, что
1) рецепты неодинаковы для разных версий Windows, например в XP и XP SP1 уже стоит "двойка".
2) уже вышла версия 3 этого инсталлера. Ссылка
вот. Она входила в XP SP2.

Вот предлагают процедуру переустановки Windows Installer для Win 2000 :
Download a copy of Windows Instlaller 2.0 from download.mocrosoft.com
Boot to safe mode and delete all instances of: msi.dll, msiexec.exe, and msihnd.dll.
Delete HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\MSIServer from the registry. Repeat for any other instances of MSIServer.
Reboot the computer and reinstall the Windows Installer.
Note: Do not install the Windows Installer while in safe mode.
