Нужно сказать, что увидев это безобразие я попробовал понизить дочерний контроллер (VSR-RND-DC02) до рядового. это не получилось, вываливались ошибки. в итоге я понизил его с параметрами dcpromo /forceremoval
вычистил его остатки из SR-RND-DC01
опять проверил ошибки. SR-RND-DC01 проходил все тесты без ошибок (проверял прям по этому списку

попробовал добавить дочерний ещё раз - получил ровно то же самое, что и сейчас.
после этого попробовал восстановить репликацию через Burflag (

в итоге я отчаялся и решил написать вам
