Перед переходом в спящий режим Windows должна опросить каждый драйвер установленных устройств, что бы перейти в режим пониженного энергопотребления. И каждый драйвер должен быть в состоянии дать ответ, как он обработает спящий режим. Если ОС не в состоянии получить такой ответ от драйвера - спящий режим будет отключен, так как система не знает, что делать с этим устройством. Это касается не только видеокарты, а в общем всех устройств. Это вам такой упрощённый короткий ответ.
