вот посмотрел какие транспортные агенты стоят, какие надо удалить не подскажите?

проблема решена, спасибо! Удалил следующие агенты:
FSE Routing Agent True 7
FSE Connection Filtering Agent True 8
FSE Content Filter Agent True 9

после все заработало!

PS: больше не буду ставить Forefront, и вам не советую!))
