Таки дело в приблуде ASRock, только не XFast RAM, а
XFast USB.

I've got exactlty the same problem. I googled about 3 Days and then I found the solution:
On my System a program called "XFast USB" from my mainboards vendor ASRock blocked the VSS (Volumne Shadow Service).
After uninstalling this program all works fine again.

After hours trying all the suggested "fixes" I could find, and even repair re-installing my Windows 7 Home Premium 64, to no avail I can now finally protect and back-up my system!
No idea why Xfast USB should foul up the VSS service but removing it has fixed the problem.

When you try to use system restore and you encounter the error 0x81000101 and you have ASRock Xfast USB installed, then you definitely should remove this tool.

I have been fighting this same problem with Windows 8 for a week now on a brand new system with an ASRock mobo. I have tried many things to no avail. I was on the verge of reloading Windows from scratch. Removing XFast USB solved the problem.
