I discovered the DLL it was looking for did not exist. (In fact, the whole "bin" folder was missing, indicating that a previous uninstall attempt was probably interrupted somehow.) I copied that DLL to the target system from another computer and ran the uninstall again, and it succeeded.

Windows Installer CleanUp тоже сработает (только после него надо обязательно установить Java снова).
