I think you may well find that this is due to HP software associated with a printer. It took me months to sort this one out, it turns out HP software such as photosmart utilities cause this slow down.

I ran into this problem as well - I had 2 printers installed that used the HP Universal Printer Driver. Once I deleted these printers the Word/Excel documents located on the network and locally opened at normal speed.
