Open cmd prompt with admin privileges

Settings\Zones
был (dword:00000001) поставил "0" перезагрузил, проблема осталась.
Помогло импортирование с виртульной машины двух веток
1)HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Internet Explorer
2)HKEY_CURRENT_USER\Software\Microsoft\Internet Explorer]
