это vpn к провайдеру - это мой интернет, эти настройки выдаются мне автоматически.

Жестоко... Тогда уберите шлюз с внутреннего интерфейса, а на внешнем снимите галку "Зарегистрировать это подключение в DNS" И попробуйте еще раз. у Вас с каждого компьютера VPN до провайдера?

всё сделал, не помогло. VPN до провайдера только на серваке, в RRAS настроен как интерфейс и роздаётся юзерам через NAT.
Я уже перенастроил DNS, сделал ipconfig /registerdns и сеть заработала, пинги идут и по имени и по ip, всё работает кроме сетевого окружения и честно говоря я не знаю в чём дело.
