Для решения данной проблемы в операционной системе Windows Server 2003 выполните следующие операции:
Создайте запись CNAME для файлового сервера на соответствующем сервере DNS, если она еще не создана.
Внесите следующие изменения в реестр файлового сервера. Для этого выполните следующие действия.
Запустите редактор реестра (Regedit32.exe).
Выделите следующий раздел реестра:
HKEY_LOCAL_MACHINE\System\CurrentControlSet\Services\LanmanServer\Parameters
В меню Правка выберите пункт Добавить значение и добавьте следующий параметр реестра.
Параметр: DisableStrictNameChecking
Тип данных: REG_DWORD
Представление: десятичное
Значение: 1
Закройте редактор реестра.
Перезагрузите компьютер.

в интернете не публикуется пока проверяю только внутри сети.

но на клиенте всё также

немогу найти у себя
CN=<CAS_server>,CN=AutoDiscover,CN=Protocols,CN=<CAS_Server>,CN=Servers,CN=Exchange Administrative Group, CN=AdministrativeGroup,CN=<Organization>,CN=Services,[Configuration Naming Context].

хотя из тестов оутлук видно что запись есть и если я меняю её в PS (EMS) то тут же она меняется в тесте оутлук.

В хождении по сотни ссылок было найдена:
"нужно удалить Update for Microsoft Windows (KB948609) и перегрузить сервер"
Такого обновления у меня не имелось.

Поэтому пришлось делать так:
http://support.microsoft.com/kb/320202
1 удалить все .нет пакеты
2 затем удалить ISS
установить заново IIS

3 установить .net 2.0 + sp + 3.5 + sp
следим чтоб обновления KB948609 не устанавливались.(хотя так и не видел их)

4 затем удаляем Client Access Role
устанавливаем Client Access Role
5 отключаем ОА ставим RPC over HTTPS
включаем ОА.

+ у меня была такая ошибка в сонсоли
