A side note is that the inf file that they ask you to edit is protected in Windows 7, and probably Vista too, and you have to take ownership of it before you can edit it. Simply right click the nettcpip.inf, click properties, security, advanced, and then owner, and set yourself as the owner of that file, also make sure you have full permissions to read and write to the file as well. Those settings can also be found under the security tab.

*Note, a possible alternative is to simply export the Winsock and Winsock2 keys from another Vista/Windows 7 computer and then import them into the broken computer… I did not try this method, but it may be a lot easier if you have a spare computer around.
