Не устанавливается именно 4-й Framework. 4.5 ставится без вопросов.
netfx_setupverifier показывает установленные 2 sp2, 3 sp2, 3.5 sp1.
В HKLM/.../NDP значатся v2.0.50727, 3.0.30729.4926, 3.5.30729.4926.

upd. Нашел что в папке C:\Windows\Installer\ с рандомным именем создается *.msi, который не запускается, выдает критическую ошибку если его запускать отдельно.
Хмм, кажется я поломал установщик файлом msi... Ушел искать.
