Несколько вариантов решений:

This "disappearing" task bar icon issue only happens when the "Desktop" folder is being protected by the Bitdefender 2016 Anti-Ransomware module. If you remove the "Desktop" folder from the list of protected folders, the problem is resolved.

The problem was solved by removing the language bar from the task bar and relocating it to the desktop. Apparently, the language bar interfered with the quick launch bar and caused it to disappear after each restart.

The problem is with the language bar (one of many). but disabling the old/legacy win7 style bar (EN vs ENG), seems to fix the issue. And it is far less annoying than having a floating bar. Region and Language -> Additional date, time, & regional settings -> Language -> Advanced settings -> disable 'Use the desktop language bar when it's available'. Now the custom toolbar stays even after restart.
