как сделать чтобы уведомления не появлялись при просмотре видео на весь экран или во время игр?
полностью отключать не хочется...

Могу порекомендовать обратить внимание на две настройки:

1. Turn On or Off Notification Banners from Senders in Windows 10
2. Turn Off Notification and System Sounds in Windows 10

Казбек, не уверен, что в KB4026996 корректная формулировка.
Есть предположение, что between 12 am and 6 am режим Не беспокоить включается автоматически, а через меню - как раз вручную.

Сейчас тихие часы работают только в ручном режиме вкл/выкл.
При этом часы можно поменять в политиках/реестре, но никакого эффекта это не имеет.
