попробовал выполнять gpupdate - пишет "обновление политики завершено", а в журнал каждый раз записываются две ошибки 1090. перезапуск службы (как советуют) не помогает. только остановка - очистка папки repository - запуск
и вот попался второй способ решения проблемы

P.S. а вообще сейчас попробовал, похоже достаточно сделать
regsvr32 /n /I userenv.dll
