Нужно, чтобы при нажатии на кнопку открывалось новое окно (или хотя бы новая вкладка)
Пробовал разные способы, ругается то на =, то на '

Чтобы форма отправлялась в новое окно, достаточно для тега form дописать атрибут target="_blank"
А поводу ошибки в PHP - смотрите на что конкретно ругается. По крайней мере, в строке

echo '<button type="submit" name="vote_id" value="'.$site['vote_id'].'" class="btn btn-primary" role="button">Vote Now</button>';

ошибки нет (если, конечно, $site['vote_id'] существует).

С помощью javascript открываете новое окно

где вместо url подставляете адрес, а вместо name задаете имя окна.
А затем можете это имя подставить в атрибут target (вместо _blank).

А есть инфа, как открывать новое окно? Или фреймом (что наверно одно и то же) » Конечно есть. Новое окно, как подсказал ProCoder открывается функцией window.open (https://developer.mozilla.org/en-US/docs/Web/API/Window/open) (осторожно, там английский).
Только PHP тут ни при чём(он работает на сервере, или backend), окно открывается браузером(на стороне клиента, или frontend). PHP лишь формирует HTML, исполнив который браузер откроет новое окно.

Откроет Яндекс в новом окне при клике на кнопку.

Фрейм - не то же самое, что новое окно. Фрейм - это когда "новое окно" встраивается в определенное место "старого(родительского) окна". Многие сайты не позволяют встраивать себя в ифрейм (Google, Яндекс), а в открываться новом окне - пожалуйста.
