как сделать чтобы уведомления не появлялись при просмотре видео на весь экран или во время игр?
полностью отключать не хочется...

Казбек, не уверен, что в KB4026996 корректная формулировка.
Есть предположение, что between 12 am and 6 am режим Не беспокоить включается автоматически, а через меню - как раз вручную.

Сейчас тихие часы работают только в ручном режиме вкл/выкл.

При этом часы можно поменять в политиках/реестре (https://www.howtogeek.com/279192/how-to-change-the-default-quiet-hours-in-windows-10/), но никакого эффекта это не имеет.
